The town of Cizre, like Silopi located in Şırnak province, in declaring self-government in their statement of self-government and started digging trenches using municipal heavy equipment in most cases...Armed militants set up trenches along all the main streets... Clashes broke out with HPG guerrillas (linked to the Kurdistan Workers' Party or PKK) taking control of the entrance and exit to the towns. 

The pro-Kurdish Peoples’ Democratic party lost voters but scraped into parliament despite a government crackdown during the campaign. Some in the historical Sur district blamed the YDG-H, the urban wing of the outlawed Kurdistan Workers’ party (PKK). 

In August, after the Turkish government had abandoned peace talks with the PKK, local Kurdish activists declared autonomy in Sur, and the YDG-H took to the streets, prompting a fierce crackdown by security forces during which civilians suffered the brunt of the violence.
