Topçu Kışlası Returns

Mavi Boncuk | 2015-2019 budget

The reconstruction of  Topçu Kışlası (Topçu Barracks) near Taksim's Gezi Park makes way back into  in the İstanbul Metropolitan Municipality's 2015-2019 budget plans.

According to a previous court decision[1], the Istanbul Municipality must include the Artillery Barracks project in the city’s 1/5,000 Protection Construction Plan. These changes then must be sent to the Istanbul 2nd Board on Protection of Cultural Assets, but the board has yet to receive any amended plan.

The change of plan must also be debated by the municipality’s council, and the project can be started if no objections are made within a month of its inclusion in the council’s agenda, and if approval is given by the protection board for project.“Taksim Meydanı Kentsel Tasarım ve Taksim Kışlası Restitüsyon Yeni Kullanım”

Authorities may well appeal against cancellation of plans for a replica Ottoman-era barracks on Istanbul's Taksim Square. But the ruling marked a victory for a coalition of political forces and a blow for Erdogan, who stood fast against protests and riots he said were stoked by terrorists and looters. Can Atalay, a lawyer for the Chamber of Architects which brought the lawsuit, said the administrative court ruled in early June at the height of the unrest that the plan violated preservation rules and unacceptably changed the square's identity. It was not clear why it had only now been released.

"This decision applies to all of the work at Taksim Square ... The public-works project that was the basis for the work has been canceled," Atalay told Reuters.
