Under the program, Turkey will buy intellectual property rights for the Dornier 328 and Dornier 628 from the US-based Sierra Nevada Corp. Sierra Nevada Corp., owned by Turkish businessman Fatih Ozmen, produces integrated solutions for aerospace systems.
The company signed a Memorandum of Understanding on May 27, 2015 with the Turkish company STM to produce the country’s first regional jet.
STM will lead and coordinate all subsystem production work. Designated local subcontractors are Tusas Turkish Aerospace Industries, Tusas Turkish Engine Industries, military electronics specialist Aselsan, military software specialist Havelsan, private aviation companies Alp Havacilik and Kale Havacilik, and THY Teknik, Turkish Airlines' maintenance and repairs subsidiary.

A Turkish corporation, TRJet will be based in Ankara, Turkey, and will serve the Regional Aircraft Project as well as the commercial aviation sector. The newly launched Regional Aircraft Project utilizes the TRJ328™ aircraft, a modernized version of the Dornier 328 [2] (D328), as a first step toward production of Turkey’s first domestically-built passenger aircraft, the TRJ628™. The TRJet subsidiary will ultimately produce and sell the TRJ328, as well as other variants, and will play an essential role in making Turkey’s first indigenous passenger aircraft a reality.

[2] The Dornier 328 is a turboprop-powered commuter airliner. Initially produced by Dornier Luftfahrt GmbH, the firm was acquired in 1996 by Fairchild Aircraft. The resulting firm, named Fairchild-Dornier, manufactured the 328 family in Oberpfaffenhofen, Germany, conducted sales from San Antonio, Texas, United States, and supported the product line from both locations. There is also a jet-powered version of the aircraft, the Fairchild Dornier 328JET.
The Fairchild-Dornier 328JET is a commuter airliner based upon the turboprop-powered Dornier 328. A proposed stretched variant was the 428JET. The 328 was designed and placed into initial production by the German aerospace firm Dornier Luftfahrt GmbH, but in 1996 that firm was acquired by the United States aerospace company Fairchild Aircraft.
